Saffie Bakar
FDI Principal Advisor
A distinguished public servant turned corporate leader, Saffie brings over four decades of expertise in foreign direct investment, economic planning, and corporate governance. Holding a Bachelor of Arts (Hons.) in Geography and a Postgraduate Diploma in Public Administration from Universiti Malaya, as well as an MBA from the United States International University in San Diego, California, he combines rigorous academic grounding with decades of real-world application.
Saffie served 17 years as a senior Perlis state official, rising to roles including Director of the State Economic Planning Unit (UPEN) and Business Development Manager at PKEN Perlis, where he spearheaded the development of multiple industrial estates and coordinated major infrastructure projects under the Asian Development Bank and World Bank. Following his voluntary retirement in 1994, he transitioned seamlessly into the private sector, serving on the boards of five Malaysian public-listed companies across sectors including technology, manufacturing, and leather goods.
As a Corporate Advisor, Saffie has successfully guided 13 companies through Initial Public Offerings (IPOs) on Bursa Malaysia, enabling Bumiputra participation at a minimum 30% equity threshold across each listing. He currently chairs the Special Taskforce to Facilitate Business (PEMUDAH) at the Perlis state level, serves as a member of the Perlis State Investment Advisory Council, and holds board positions at G3 Global Berhad, MESB Berhad, and AE Multi Holdings Berhad.
A recipient of the federal Johan Mangku Negara (JMN) honour and three Perlis state awards including the Darjah Setia Mahkota Perlis (SMP), Saffie’s unparalleled network, cross-border investment experience across ASEAN, and deep institutional knowledge make him an invaluable strategic advisor for FDI facilitation into Malaysia.

A creative-minded entrepreneur with a sharp eye for brand strategy and digital innovation, Khairul Aqran brings a distinctive blend of design expertise and marketing leadership to Kasa Kollective. He holds a Bachelor’s degree in Advertising Design from Multimedia University, where he developed a strong foundation in visual communication, brand identity, and multimedia storytelling.
His career spans roles across government and the private sector, including Graphic Designer at Ministry of Housing and Local Government (Malaysia), Multimedia Designer at Langkah BSO Sdn Bhd, and Senior Executive Digital Marketing at Farenheit Business Travel & Tours Sdn Bhd, a Ministry of Tourism-registered agency. These experiences honed his ability to translate complex ideas into compelling visual and digital narratives across diverse industries.
Certified in AI for Marketing and CMO Foundations spanning innovation, enterprise marketing, and executive leadership, Khairul Aqran leads Kasa Kollective with a forward-looking approach that bridges creative craft with data-driven strategy. A seasoned software engineer and technical founder with over 15 years of experience building scalable, AI-native systems, Kevin Tan leads Kasa Kollective’s technology vision with a philosophy rooted in innovation and agility. He holds a BSc (Hons.) in Computer Science, majoring in Software Development, from Universiti Teknikal Malaysia Melaka.
Kevin’s career spans the full stack of modern technology, from Android and mobile application development to enterprise Java web backends, cloud architecture, SaaS platforms, and workflow automation. He has delivered cutting-edge e-commerce solutions and custom software across a wide range of technology stacks including Java, Python, Spring Boot, React.js, Flutter, and Micronaut. As a Solutions Evangelist at Automated Workflow Private Limited (AWPL), he drove enterprise software integration across corporate clients, while his freelance work spanning over 12 years produced notable projects including the Shoppr Android app and HotelsCombined’s mobile platform.
As Technical Founder of Pragmatic Innovations, Kevin channels this depth of experience into building next-generation digital infrastructure. At Kasa Kollective, he architects the technology backbone that powers the company’s investment facilitation platform, combining process improvement, digital transformation, and venture-building expertise to deliver robust, future-ready solutions for clients and partners.
Nabil Naafi
Brand Strategist
Nabil Naafi is a multidisciplinary brand strategist working at the intersection of communications, policy, and digital storytelling. Within Kasa Kreatives, he focuses on shaping narratives and building brand systems that are not only visually compelling, but strategically grounded and culturally relevant.
His career spans political media management, institutional communications, and policy research having served as a Politician Media Manager (Parlimen Gombak), Technical Executive at Institut Kajian Dasar (IKD), and Media & Communications Officer for Menteri Besar Selangor (Incorporated). Across these roles, he has been directly involved in managing public narratives, stakeholder communications, and digital media strategies in high-visibility, high-stakes environments.
This experience gives him a nuanced understanding of how narratives are shaped, controlled, and amplified particularly within politically and socially complex landscapes. He brings that same discipline into brand strategy, translating abstract positioning into clear, structured, and actionable messaging systems.
At Kasa Kreatives, Nabil leads the development of brand frameworks, tone-of-voice systems, and campaign narratives for organisations navigating digital presence, repositioning, or growth. His approach bridges strategy and execution—ensuring that every brand is supported by a coherent messaging architecture that performs consistently across platforms.
He is particularly adept at aligning brand narratives with stakeholder expectations, public sentiment, and evolving digital behaviours making him well suited for corporate, institutional, and government-linked projects.
Nabil holds a background in Product Design & Manufacturing from the German-Malaysian Institute (GMI), bringing a structured, systems-thinking approach to his work in branding and communications.
